In 1976 he graduated from the Faculty of Law and Administration at the Maria Curie-Skłodowska University in Lublin in the field of administration, followed by postgraduate studies in supervision and control of local self-government finances at the Faculty of Law and Administration of the University of Wroclaw. In 1997 he obtained a PhD degree in Arts in the field of history at the Faculty of History and Social Sciences of the Pedagogical University in Rzeszow.
In the years 1990–1991 he was a delegate of the Government Plenipotentiary (Prof. Jerzy Regulski) for Local Self-Government in the Rzeszow Voivodeship; member of a ministerial team developing the bill on poviat local self-government (1990). As of 1993, President of the Regional Chamber of Audit in Rzeszow, and as of 1998 – member of the National Council of Regional Chambers of Audit.
As of 1993, editor-in-chief of the yearly of Regional Chambers of Audit in Rzeszow " Budżet Samorządu Terytorialnego ", and as of 1994 – member of the editorial board of the monthly " Finanse Komunalne ". In the years 1995–2003, secretary of the editorial board of the biyearly “Studia Rzeszowskie. Poland and Poles in the 20th century”. As of 2008, collaborator of the editorial board of the Polish Biographical Dictionary. Member of the editorial board of the Rzeszow Encyclopedia (Rzeszow 2004), member of the Chief Commission for the Investigation of Malefactions against the Polish Nation - Institute of National Remembrance in Warsaw (1994–1999), member of the Programme Council of Radio Rzeszów Inc. (1995-1999), member of the Scientific Council of the Parliament Publishing House (as of 2018).
In 2013, he was awarded the Knight's Cross of the Order of Polonia Restituta.
Scientific interests include: local self-government (system, supervision and control), history of administration in the 19th and 20th centuries, Polish Underground State (1939–1945), military courts of the People's Republic of Poland (1944–1954); political trials of activists of the anti-communist independence underground movement in Poland (1944–1956), Polish biographical science of the 19th and 20th centuries.
Author of 5 books and about 100 scientific publications.
