David Spencer is Director of Compliance and Government Operations for CT Corporation within the Financial & Corporate Compliance (FCC) division of Wolters Kluwer. His legal & regulatory, compliance, and government relations experience spans more than three decades.
Spencer is responsible for nationwide regulatory and compliance information relating to business entity and Uniform Commercial Code filings, compliance programs, registered agent service of process legal matters, and federal and state governmental relationships, including secretaries of state.
Prior to joining Wolters Kluwer, Spencer was with Thomson Reuters, where he held leadership positions in statutory & regulatory operations, judicial operations, strategic marketing, and online new product development. He has experience serving law firm, corporate, small business, and government markets.
Spencer has a business management degree from the University of St. Thomas and a JD from Mitchell Hamline School of Law. He holds a patent in online statutory research methodology and is licensed to practice law.
