Jay has been tracking, analyzing and writing about state securities laws, regulations, policy statements and interpretive opinions for over 20 years. He developed the Blue Sky Smart Charts, a tool for creating custom charts that compare the requirements of 54 jurisdictions on multiple topics. Jay has spoken publicly on various state securities law topics. He received a law degree from the John Marshall School of Law in Chicago. Jay is licensed to practice law in Illinois.
